On May 24, 2012, the FCC released their document, New Medical Body Area Network (MBAN) Service – First Report and Order (Order) and Further Notice of Proposed Rulemaking (FNPRM) Issued by the Federal Communications Commission (FCC) (ET Docket No. 08-59 (rel. May 24, 2012) to allocate 40 MHz of spectrum between 2360 – 2400 MHz on a secondary basis for a new Medical Body Area Network (MBAN) service.
New spectrum rules will allow healthcare professionals to interact with patients through wireless body sensors to monitor, diagnose and control patient therapies remotely without the use of restricting cables, and to aggregate data from the sensors for backhaul to monitoring stations. MBANs will consist of multiple body-worn sensors and a transmitter /hub (i.e., a type of “base station”) that controls sensor communications.
MBANs will be connected to other telecommunications systems (e.g., local area networks (LANs) such as Ethernet and Wi-Fi links) using spectrum outside the 2360 – 2400 MHz band. The Order represents the culmination of years of FCC study and of negotiations between supporters of the spectrum allocation for MBAN (such as GE Healthcare and Philips Healhcare) and existing licensees in the spectrum (e.g. Aeronautical Mobile Telemetry (AMT)) over potential interference concerns.
The Order creates a regulatory framework to deploy and operate medical devices associated with MBANS including (1) service rules including operator eligibility, permissible communications, authorized locations, and equipment authorization; (ii) technical rules involving authorized bandwidth, channel aggregation, transmitter operation and power limits, radiofrequency (RF) safety, and unwanted emissions; and (iii) registration and coordination requirements.
On the 2nd Hour of the OCOL with Dr. Hildy, she and her guest Film Director and Producer, Veronica Hendricks will discuss the new MBAN regulations, which include the following:
- MBAN medical devices are eligible for “license-by-rule” operation pursuant to Part 95 of the FCC’s Rules on a shared, non-exclusive basis with respect to each other and without the need for the MBAN to be individually licensed.
- MBAN operations in the 2360 – 2390 MHz band are limited to indoor locations within health care facilities, while MBAN operations in the 2390 – 2400 MHz ban are permitted in any location.
And if time permits Veronica and Dr. Hildy will go into the new field of “Cognitive Radio” (CR), which is another medical wireless interface of hospital environments and operating rooms and how wireless sensors are used in all of these technologies.

HOUR 1 – Throughout Hollywood history, there have been many actresses that have captured the attention of the world. From Mary Pickford to Jennifer Lawrence, the talents and beauty of these women have been lauded by audiences and critics. One of these actresses was Hedy Lamarr, star of Algiers, I Take This Woman, Boomtown, Ziegfeld Girl, and Samson and Delilah. Director Max Reinhardt called her the “most beautiful woman in Europe,” a sentiment widely shared by her audiences and critics. But her acting career is just one facet of her remarkable life, and what many do not know is that Hedy Lamarr was also a prolific inventor, and that we use her inventions every day.
In the first hour of this week’s show, Dr. Hildy and returning guest Veronica Hendricks will discuss Ms. Lamarr’s career as an actress, segueing into her career as an inventor. Born as Hedwig Eva Maria Kiesler in 1914 to a Jewish family in Austria, she starred in her first film in Germany in 1933 at 18 years old. That same year, she married a wealthy Austrian arms merchant with ties to the Nazi Party. In 1937, she left him and fled to Paris, where she met Louis B. Mayer, who was scouting for talent in Europe. He persuaded her to change her name to Hedy Lamarr and began promoting her as the “The Most Beautiful Girl In The World”.
Lamarr was billed as an unknown, but well-publicized Austrian actress, which created anticipation in audiences. According to one viewer, when her face first appeared on the screen, “everyone gasped.” In future Hollywood films, she was typecast as the archetypal, glamorous seductress of exotic origin. Lamarr made 18 films from 1940 to 1949, but the lack of acting challenges bored her, and she reportedly took up inventing to relieve her boredom.
Her earliest inventions included a tablet that would dissolve in water to create a carbonated drink. The beverage was unsuccessful; Lamarr herself said it tasted like Alka-Seltzer. With the ongoing World War, Lamarr was inspired to contribute to the war effort, designing a jam-proof radio guidance system for torpedoes. With the help of composer George Antheil, they drafted designs for a new frequency-hopping, spread-spectrum technology that they later patented.
Their invention was granted a patent in 1942. Yet, it was technologically difficult to implement, and the U.S. Navy was not receptive to considering inventions coming from outside the military at the time. Only in 1962, at the time of the Cuban missile crisis, did an updated version of their design appear on Navy ships. The design is one of the important elements behind today’s spread-spectrum communication technology, such as CDMA, Wi-Fi networks and Bluetooth technology.

This week on One Cell One Light Radio, Dr. Hildy takes on a topic that has received more than its fair share of attention in recent months: vaccinations.Dr. Hildy’s guests will be Attorney Keith Landrum, MD, whose main practice is representing Children who have been vaccination-injured, and returning guest Dr. Stephanie Seneff, Senior Research Scientist at the MIT Computer Science and Artificial Intelligence Laboratory.
The concept of innoculation, or the administration of antigenic material (a vaccine) to stimulate an individual’s immune system to develop adaptive immunity to a pathogen, has been part of medical care for hundreds of years. In 16th century India or China, a vaccine created to fight smallpox was born. As medical understanding and technology grew, so did the ability to fight certain diseases, and smallpox has been eradicated from the Earth since 1977.
Despite the inherent health benefits, vaccinations have – in recent years – gained detractors, with people claiming that vaccinations such as that for MMR (measles, mumps, rubella) can lead to an increased risk of autism in children. This issue has received a lot of press lately, as a measles outbreak in California has been traced back to a trip to Disneyland by likely unvaccinated children.
Mr. Landrum and Dr. Seneff will discuss the past, present, and future of vaccinations. With over three billion dollars in payouts to vaccine-injured plaintiffs, there is still much to be known of the vaccination industry. There is also discussion about whether or not it is good to be exposed to measles and other childhood diseases on purpose, so as to more naturally build a tolerance to these and other maladies as an adult.

Despite the most stringent attempts of many to deny the veracity of climate change, the reality is that we are custodians of our planet, and we failed to take care of that which we have been entrusted.

Despite the overwhelming empirical evidence of rapid climate change, there are a number of other signs pointing to a changed – and possibly enraged – earth. From increased seismic activity – much in U.S. caused by fracking – around the globe to
volcanic unrest all over the world to increased flooding, drought, and other calamities, our planet is sending us a message, and it is not a polite one.
Willy will share with the audience his volcano survival skills as he sees the EQ swarms at three United States volcanoes – Mt. St. Helens, Mt. Hood, and in Yellowstone National Park – as a big threat to us. The Yellowstone volcano is of particular interest, for some feel it is overdue to erupt, and recently an international team of researchers identified twelve super-eruptions around the Snake River Plain between 8 and 12 million years ago that were likely ‘significantly larger’ than research has previously suggested.
In addition to the activity below ground, the surface of the earth continues to experience its own hardships. Recently, on May 19th, the small city of Phalodi recorded a temperature of 123.8 degrees Fahrenheit, breaking the Indian heat record. The all-time record comes during a stifling heat wave that has enveloped much of the country following a series of deadly heat waves earlier this spring that struck India, Thailand, Cambodia and other parts of Southeast Asia.

While some legends of the past seem too fantastical to be true, we are learning more every day and have to ask – what if they are indeed true?

Some of the most pervasive myths are centered around cryptozoology, the study of creatures whose existence is still under debate due to lack of evidence. This includes living examples of creatures that are otherwise considered extinct, such as non-avian dinosaurs and animals whose existence lacks physical evidence but which appear in folklore, such as Bigfoot and chupacabras. Among these creatures are unicorns and dragons, both of which hold enormous significance in fiction, but have yet to authenticated as having existed on our planet.
However, recently dated a fossil of Elasmotherium sibiricum found in Kazakhstan has recently proven a “unicorn” was still alive 29,000 years ago. Thought to have been extinct for more than 350,000 years, this creature looked more like a rhinoceros than a horse, weighing about 9,000 pounds. It’s easy to see how through oral history, the legend of this quadroped could have changed from a large, rhinoceros-like creature, to that of the horse-with-a-horn that we are more familiar with now.

What is a legend? A legend is defined as a traditional story sometimes popularly regarded as historical but unauthenticated by Webster’s Dictionary. Currently, we are living in a time when science is proving the historical findings of anthropologist to be true. It is a time when myth, legend and the scientific validation of natural history is being proven to be TRUE.
